Phill Jenkins

Phill Jenkins is an Accessibility Services Program Manager and Senior Engineer in IBM Research Division's Worldwide Accessibility Center at Austin Texas. The Accessibility Center has offices in Europe (France, Germany, U.K.), Japan, Australia and the U.S. Phill participated in the development of IBM's Corporate policy on Accessibility, the development of IBM Home Page Reader, a talking web browser for the blind and visually impaired, and the Accessibility API and Self Voicing Kit for Java. Phill was responsible for IBM's sponsorship of the creation of the W3C's Web Accessibility Initiative (WAI) and is a member of the Steering Council and various W3C working groups. Phill was the alternate vice-chair of the committee that authored the U.S. Section 508 accessibility standards and also works with WGBH's National Center for Accessible Media. He joined IBM in 1981 and has had a career in usability, quality, and systems development before joining the Accessibility Center.
